Eng. Ranjith de Silva graduated with BScEng(Hons) Degree in Engineering from University of Moratuwa in 1986. He obtained a Master of Engineering in Construction Management from same university in 1993. He has completed Diploma in Arbitration in 2017.

He joined the Institution of Engineers, Sri Lanka in 1985 as a Student Member and was Elected to Member in 1991 and a Fellow in 2016. He was a member of Institution of Engineers, Australia as well.

He served the council of the Institution as a Representative Member (Below 40) during 1991-1996 and second spell as the Hon. Treasurer from 2013-2017. Then he represented Category of Fellow for sessions 2017/2018, 2018/2019 & 2021/2022, and Vice President for session 2022/2023 while serving Standing Committees, Membership, Finance & Procurement, Education &Training and Library & Publication Time to time as a council member giving active contribution for Membership & Finance. He was a member of Civil engineering sectional Committee as an Associate Member.

He has also served for the Board of Management of the Benevolent Fund, Subcommittee on Registration of Engineers, JIY committee, Techno organizing committee, Members night committee, legal Committee, By-laws revision Committee, Subcommittee on PR Rules Revision and Subscription Revision and salary review sub committees. His Contribution for streamlining PR process in the field of Civil  Engineering as a Panel member for Eligibility checking was significant. He was a Panel member for PR interviews as well.

Eng. De Silva commenced his carrier in 1986 at the Mahaweli Engineering & Construction Agency which undertook Major Down Stream Development work under Mahaweli River Project where he continued till 1993 and served as Resident Engineer, Design engineer and Project Engineer. He worked at the National Water Supply & Drainage Board from 1994 to 1996 as an Area Engineer under Greater Colombo RSC and was in Singapore from 1997-1999 working as a Civil Engineer attached to TOA Corporation and Penta ocean Construction Singapore. He was with the CBL developments (Pvt.) Ltd from 1999 -2008 working as a Project manager, from 2009 – 2012 worked as a freelance Project Manager/Consultant and from 2012-2013 was a Senior Engineer attached to Pilisaru Waste Management Project, Central Environmental Authority. From 2014-2016 he was attached to the Urban Regeneration Project of the Urban Development   Authority and served as Addl. Project Director (Technical) handling  High-rise buildings in Colombo for Low income people.  Later in 2016 was with the Ministry of Vocational Training, SSDP Project as its Chief Engineer. From 2016- 2019 he was working as the Deputy Director of the Middle Income Housing Project, Ministry of Housing, Construction & Cultural Affairs. He was a Freelance Consultant from 2019- 2020 until he took over present assignment as the Deputy Program Director of the Mahaweli Water Security Investment Program under the Ministry of Irrigation.

I have associated with the Institution since joining as a Student Member in 1985. I was a council Member and Member of Standing committees since 1991 with actively participating to the regular meetings. I have served as Hon. Treasurer for consecutive four years and was able to streamline activities while regularizing the procedures. My participation to those committees was not limited to attendance but extend to the active dialog with other members with the background knowledge of the subject under discussion in order to maintain the high standard of the profession while giving best service to the membership. I always give the priority to make activities transparent. I have rendered my services as panel member for eligibility checking to improve the quality of submissions by candidates. I was able to reveal wrong practices in the secretariat and IESLCE as well.     With this background and having actively participated in IESL activities since 1991 for an about 20 years, my intention of electing to the council as the Hon. Treasurer  to maintain the standards of engineering profession & improve the transparency of the activities of the IESL while enhancing the member services and to represent the views of the General membership. I hope I will be able to support to the council to control the waste of funds and the spending member’s money in an ad-hoc manner without proper approvals of the relevant committees & the council.
