Eng. K.J Lakmewan is a dynamic professional with a robust academic background and a passion for electrical engineering. He graduated with a bachelor’s degree in Electrical Engineering from the University of Moratuwa in 2014, and later completed his masters in Electrical Installation from the same university in 2019. In addition, he holds an Advanced Diploma in Management Accounting from CIMA.
Joining the Institution of Engineers, Sri Lanka (IESL) in 2014, Eng. Lakmewan achieved recognition as a Member (Chartered Electrical Engineer) in 2019. He has actively served IESL, contributing as a member of the Electrical, Electronics & Telecommunication Engineering Sectional Committee during the sessions of 2019/2020 and 2022-2023, as well as the Young Members Sectional Committee in the sessions of 2019/2020 and 2020/2021. Additionally, he is a member of the Engineering Council of Sri Lanka (ECSL) and currently serves as the Convener of the Electrical Working Group at ECSL. He also makes significant contributions as an industrial expert to the Energy Management Team at Apeksha Hospital.
Eng. Lakmewan has over 10 years of experience in the power sector. His career began as a Design Engineer at Amithi Power Consultant (Pvt) Ltd in 2014, and since 2015, he has been serving at the Ceylon Electricity Board (CEB). He started his tenure at CEB at the Lakvijaya Power Plant (LVPP) as an operations engineer. Currently, he holds the position of electrical maintenance engineer at Sapugaskanda Power Station of CEB, demonstrating his capacities in the areas of technical, administration and management.
Eng. Lakmewan’s commitment to his profession is underscored by his active involvement in the Ceylon Electricity Board Engineers’ Union (CEBEU), where he served as Joint Secretary for the first half of the 2023/2024 term and held positions on the Executive Committee across multiple terms. He has also acted as a convener of the Power Sector Reform Committee of CEBEU in consecutive terms, further solidifying his contribution to the industry.
Eng. Lakmewan has authored notable publications, including a paper on “A Simulation Based Procedure to Determine Optimum Range of Settings of Fast Valving Action of Steam Turbines to Enhance Frequency Stability” featured in the Journal of IESL. He served as a panel member of the Engineering and Technological Track of 08th International Research Conference of Uva Wellasssa University (IRCUWU 2024). Additionally, he holds the role of project director for the programme, “Empowering Youth for Sustainable Energy Transition”
Eng. Lakmewan’s professional interests include power generation, power system economics, electrical installation design, commissioning and maintenance, electrical safety, renewable energy technologies, and energy management. His qualifications as a certified internal auditor of ISO 50001:2018 in Energy Management System and a certified surveyor of NDT Level II in Infrared Thermography exhibits his commitment to excellence and proficiency in his field.

With over a decade of engineering experience in the power sector and active involvement in committees of IESL focusing on development of young engineers and undergraduates, I am committed to advancing the following key priorities if elected as the Representative Member (below 40) of the Council,
- Upholding the highest standards of engineering professionalism.
- Addressing the factors which have accelerated the migration of engineers.
- Enhancing the development of young engineers and undergraduates, bridging the gap between academia and industry.
- Empowering engineers to drive our nation towards a sustainable economy through innovation and engineering excellence.
As a council member, I will serve with passion, ensuring your voices and concerns are heard and addressed. I am committed to promoting and elevating our profession, particularly among young engineers and student members. Together, let’s build a future where engineering thrives and leads our country towards sustainable growth.
