Eng. Niyas A Samad graduated with B.Sc Engineering Degree from University of Peradeniya. He obtained his PG Diploma in Structural Design from University of Moratuwa in 2004 and Masters of Science in Project Management from Asia eUniversity, Malaysia in 2016.
He has been a Corporate Member (M 3541) in Institution of Engineers since 1997 and he got his membership upgrade to Class of Fellow (F 1065) in 2018.
He commenced his carrier with Ceylon Development Engineering (Pvt) Ltd as Project Engineer and after Project Manager for Dehiattakandiya Water Supply Project.
He was attached to Department of Buildings and served as Project Engineer and Senior Structural Engineer for Government Building Projects during the period of 1993 to 2005.
Then he joined with Geneva based International Federation of Red Cross and Red Crescent Societies (IFRC) and worked as a Project Manager for Housing and Hospital Projects for the Tsunami affected areas in Sri Lanka from 2005 to 2010. IFRC has promoted him as a Shelter Delegate for rehabilitation work with Pakistan Red Crescent Society in Karachi and Islamabad in 2011.
Eng. Samad joined with Ministry of Education as a Project Manager/Engineering Specialist managing the ADB funded projects from 2012 to 2015.
Since 2016, he is practicing as a Freelance Consultant Structural Engineer with his own company “HAJANA Engineering Consultant”.
Eng. Samad served as a Team Leader (Design) in 2018 under PRICEWATERCOOPER (Pvt) Ltd (India & Sri Lanka) for Health System Enhancement Project (HSEP) of Ministry of Health funded by Asian Development Bank (ADB),
Since year 2000 Eng. Samad is closely associate with IESL and served several standing committees. He served as a Chairman of Civil Engineering Sectional Committee in Sessions 2015/16 & 2016/17.
Presently he is serving as a member of the following Standing Committees:
- Professional Standard and Membership Committee
- Techno 2023 Committee
- Professional Affairs Committee
- Finance & Procurement Committee
Also he is serving as a Member of the following:
Professional Review Panel for Corporate member, Fellow Member and IPEng.

I have been involving in civil engineering projects for the last 33 years and have extensive experience in planning, design and project management on wide range of construction and structural design projects.
I have served as a member of Civil Engineering Sectional Committee (CESC) and several standing Committees of IESL since year 2000.
During sessions 2013/2014 & 2014/2015 I have served as the Secretary to the CESC and actively engaged in all its activities such as Building Clinic, Field trips, annual get together and other events organized by the CESC.
During session 2015/2016 & 2016/2017 I have served as a Chairman of CESC and a Council member of IESL.
I also served as a Chairman of Technical Evaluation Committee for Infrastructure Development of IESL. During this period we were able to refurbished washrooms and finance department.
If selected as a representative of Fellow, I do expect to use the experience I gained from my involvement in industry and my managerial and leadership skills to enhance the status of IESL. Since I have maintaining the good relationship with the present & past Presidents and Council Members as well as IESL Secretariat staff, I can carried out my duty effectively and efficiently.
I will undertake and work hardly with enthusiasm and commitment. I am confident that I have the skills and necessary expertise to support to the IESL on the professional development of the engineers as well as mentoring and grooming of young engineers in the country
