Eng. Nishsanka Wasalabandara has been serving in the Council of the Institution of Engineers Sri Lanka (IESL) as the Chairman of Civil Engineering Sectional Committee during three consecutive sessions since 2009/2010 and as a Representative Member during the sessions 2012/2013 and 2013/2014. He has been contributing for IESL activities since year 2000. He practices as “Arbitrator”, “Adjudicator” and “Wastewater Treatment and Water Management Consultant” while holding the responsibility as the Director and Proprietor of W S S C Construction (Pvt) Ltd and W.S.S.C. Enterprises respectively.

He studied in A/Hiripitiyagama Vidyalaya and A/ Kekirawa Central College. Eng Wasalabandara obtained BSc Engineering degree specialized in Civil Engineering from the University of Peradeniya in 1994, and a Post Graduate Diploma in Business Management. He has successfully completed the theory part of Master of Science Degree in Water Resources Management conducted by the Post Graduate Institute of Science, Peradeniya. 

Eng Wasalabandara joined EDC Construction (Pvt) Ltd as a Site Engineer to serve in Minipe Nagadeepa Irrigation Rehabilitation Project in 1994. He joined the regular force of Sri Lanka Army as a Garrison Engineer in 1995 and was commissioned as a Captain. After, almost thirteen years of continuous service in the regular force of Sri Lanka Army, Eng Wasalabandara served in Central Engineering Consultancy Bureau, National Water Supply & Drainage Board and Water Resources Board as Resident Engineer – Kerawalapitiya Power Project, Chief Engineer – Greater Colombo (Southern Catchment) Sewerage Rehabilitation Project and as Asst. General Manager (Engineering) respectively. He assumed duties as the Project Director – Multi Purpose Gamma Irradiator Project in the Ministry of Research and Technology on 10th January 2011. After the successful completion of the project, he joined EDC Construction (Pvt) Ltd as the General Manager. He served as the Project Director of the project titled “Relocation of Sri Lanka Atomic Energy Board (SLAEB) and expansion of its Office and Laboratory Facilities” up to August 2017. Since 2015 he has been serving as the Project Management Consultant at Attorney Generals Department.

He has a special concern to implement a National Policy to mitigate wastage and pollution of water resource as an adaptive measure for Global Climate Change related issues. He has written several reports for water management and drastically reduced the water bill during his duties in Sri Lanka Army. In 2004, he submitted a proposal for revision of the system of allocation and monitoring of funds for water and electricity in Army Camps. Later he actively contributed for preparation of National Policy for Climate Change Adaptation in Sri Lanka. He was the key person to prepare the Water Sector Report on Second National Communication for United Nations Framework for Climate Change (UNFCCC). He is doing a research for Studying Adaptive Capacity for Climate Changes Related Issues through Improving Tanks Culture in Sri Lanka which will be a demonstration for sustainable habitat development through integrated water resource management. He has also written articles for the newspapers to improve the public awareness for preserving water sources in Sri Lanka.

I have been serving in the Council of IESL as the chairman of CESC and a Representative Member during the period of five years from the session 2009/2010 to 2013/2014. I initiated the “Building Clinic” and the Civil Engineering Get Together which was held after a gap of 10 years. Further I served in NC Provincial Centre from 2001 to 2005. From 2006 onwards I have been serving in several committees.

I mainly practice project management, contract dispute resolution, wastewater treatment and water management. I joined EDC Construction (Pvt) Ltd in 1994 as a Site Engineer. I joined Sri Lanka Army in 1995. Later, I served in CECB,  NWSDB and Water Resources Board as a Resident Engineer, Chief Engineer, and as Asst. General Manager (Engineering) respectively. Then I assumed duties as the Project Director –MoT&R, The General Manager of the EDC Construction (Pvt) Ltd, Project Director – SLAEB and Project Management Consultant – AG’s Department.

If elected, I would continue to undertake this role with enthusiasm, and would be dedicated to supporting members’ views and concerns in the Council. I am particularly committed to promote encouragement of engineers to join IESL and obtain the Chartered status and other professional qualifications.
