Eng. S.P.C. Sugeeshwara graduated in 1997 with a B.Sc. degree in Civil Engineering from the University of Moratuwa. He obtained M.Sc. degree in Water Related Disaster Management from Graduate Institute for Policy Studies, Tokyo, Japan in 2010.

He became an Associate Member of the Institution of Engineers, Sri Lanka (IESL) in the year 2000 and became a Corporate Member of the IESL in 2003. He became a Fellow of the IESL in 2022.

He joined the Mau Ara Irrigation construction project immediately after the graduation, on contract basis and joined the Sri Lanka Engineering Service in 1999. He worked in various Water Resources and Irrigation Development Projects in remote areas of the country in various capacities as a Contract Basis Engineer, an Irrigation Engineer, a Resident Engineer, and a Chief Project Engineer and immensely contributed for water resources and irrigation development of the country. Currently, He is serving as the Director to the Hydrology and Disaster Management Division of the Irrigation Department and playing a key role in the department. He is responsible for development and management of the Hydro-meteorological data base which is very crucial for water resources development of the country. In addition, he holds the responsibility of flood forecasting and early warning for major river basins which is very crucial for flood disaster management in the country. He is renowned for fulfilling his duties responsibilities by developing and applying state of art of the modern technology. As the In-charge of the Hydrology and Disaster Management Division, he has immensely contributed for improving and developing hydro-meteorological observation systems, and flood forecasting and early warning systems in the country, and continuing his contribution for developing that area to a greater height. His vision is to develop hydro-meteorological observation system of the country so that the data base is sufficient enough for properly planning all the water resources development needs of the country including the future demand projections, within next few years. The other vision is that no flood prone area in the country shall be flooded without being prior alerted the communities living in such areas.   

He has participated and contributed in many of National and International conferences and workshops in the area of satellite application of hydro-meteorological monitoring and forecasting, applying state of art of technology for flood modelling and flood forecasting, climate change modelling and geo special analysis. He is working as the Hydrological Advisor for World Meteorological Organization (WMO) which is the pioneer internation organization hydro-meteorological aspects of the globe. He has contributed for publishing 3 peer-reviewed international journal papers in the area of hydro-meteorology.

He has engaged in union activities of the public service engineers as a member, executive committee member, The Treasurer, The Secretary and finally as the President of the Association of Public Service Engineers Union (APSE). He has immensely contributed for achieving the professional engineering community in the country.  He took a leader role with the strong support of the membership of APSE for getting government approval for paying a special allowance for chartered engineers (Chartered Engineering Allowance) in the public sector. Later chartered engineers working in the semi government sector were too benefitted with that achievement.

I have worked in the government sector throughout my carrier. During latter stage of my carrier, I got the opportunity to train junior engineers in many aspects of civil engineering such as construction, planning, designs and drainage and hydrological studies etc. In addition, I have supported many research works of engineering undergraduates and master course students by providing them data, and information and by guiding them.

I hold many responsible positions in the Association of Public Service Engineers (APSE) up to the post of the honorary President. There I got the opportunity for working for achieving rights of engineering professionals. I played a key role in achieving government recognition for Chartered Qualifications of engineers for the first time in history by getting the approval for an additional monthly allowance. I would continue to bring into the Council, my broad experience gained from the public sector and engineering unions, and I am confident that I have the skills to support the institution in fulfilling its responsibilities for the sake of the engineering profession.

If elected, I would continue to undertake this role with enthusiasm, and would be dedicated to supporting members’ views and concerns in the Council. I am particularly committed to work for protecting rights of engineering professionals.
