Eng. Rohan received primary education from Royal Junior School and won the exclusive “class Prize for the Best Student” in Grade 6. Scouting and Athletics were his most prominent Extra Curricular Activities.

He received Secondary Education at Royal College.  Was a member of the ‘English Debating Team’ and an outstanding member of the Royal College Athletics Team. Has won All Island ranks in the 100m and 200m Sprint Events and 4×100 Relay.

He obtained Admission to University of Moratuwa to study Engineering.  He passed out in 1990 with BSC. Eng in Civil Engineering.

His first appointment as Civil Engineer was received in the Central Engineering Consultancy Bureau (CECB) and was posted to Samanalaweva Hydro-Electric Project as Shift Engineer.

He thereafter served in the National Building Research Organization as a Geo-Technical Engineer since March 1991. Served in the Landslide Hazard Mapping Project until Oct, 1994.

He appeared for the All-Island Competitive Examination for recruiting Engineers for the Public Sector Institutions in June 1991 and was ranked No. 01 in the island which comprised Mathematics and IQ.  With that, he received permeant employment in the NWS&DB in October, 1994.

He was awarded the membership in the American Society of Civil Engineers in May 1994.  He was admitted to the membership in the Chartered Professional Engineer Status in the Institution of Engineers, Australia in 1996. 

He was conferred with a Post Graduate Diploma in Construction Management, in the Open University of Sri Lanka in 1998. 

He was seconded from his permanent employer, the NWSDB to the Ministry of Urban Development & Housing to serve in the post Deputy Director (Construction) in Dec 1999.

He was promoted to Chief Engineer position in the NWSDB in October, 2000 while serving in the Ministry. He was very instrumental in designing a no. of Tsunami Aide Programs from Western Countries and launched Interim Water Supply Program to the Tsunami Re-Settlement Sites with 15 Package Water Treatment Plants imported from the USA.

He was conferred with the Post-graduate Diploma in International Relations from the Bandaranaike Centre for International Relations in 2012. Promoted to the AGM position in the NWS&DB in July, 2013.

He was appointed to the post of Project Director, Greater Colombo Wastewater Management Project in January, 2014. He was very successful in implementing the project and also in the Arbitration conducted against a Contractual Depute between the Client and the International Contractor, M/s CCB Enrico Australia.

He was conferred Master of Business Administration from Wayamba University of Sri Lanka in October, 2019. Appointed to the post of Project Director of Kalu Ganga Water Supply Expansion Project in November, 2019.

He was promoted to the post of Deputy General Manager in December, 2020.

He was conferred with the Master of Law in International Business Law by the Cardiff Metropolitan University of UK in February, 2022. He is very competent in Contract Management and Contract Law and hence serves as an Adjudicator/ Arbitrator in Contractual Dispute Resolution.

Having graduated with the BSc. Eng. Degree in Civil Engineering from the University of Moratuwa as the first Degree I obtained the Associate membership in 1990 and became a Corporate Member of the IESL in April, 1994. I was awarded Fellow Membership in March 2020 and was elected to the Council first as a Representative Fellow in 2021.

 Subsequent to the BSc. Eng. Degre, I was awarded post-graduate Diploma in Construction Management from the Open University of Sri Lanka in 1998. I later extended my academic excellence into diverse-disciplines such as International Relations, Business Management and International Business Law at Post-graduate/ Masters’ level. 

I also realized that quite a lot of professional standards were needed for the Engineers to practice in the field of Water Supply & Sanitation since my permanent employment was in the National Water Supply & Drainage Board from October 1994 to December 2022.  I really stood up in emphasizing the maintaining the professional standards in par with the diversification of the engineering discipline into present-day context.

During the recent tenure of service in the NWS&DB, I served in many Dispute Resolution forums in Construction Contracts. As a Project Director I exercised full authority vested in me by the employer and managed to achieve many practical solutions with significant benefits to my employer. I am presently a member of the By-Laws Revision committee of the IESL and have served for more than 8 sessions during this period with my exposure to legal studies.

If I receive the opportunity to continue to serve in the Council of the IESL, my primary mission is to work towards achieving due recognition to the IESL as a professional body that can advise the decision-making authorities in whatever the development programs implemented in the country.

In this context, I am focusing on the serious economic crisis the country is undergoing at the moment and the strategies being adopted in recovering from it. I am determined to work along with the IESL in proposing multiple strategies, in which the professional engineer’s contribution is supremely delivered to the betterment of the country.

I also feel that as Engineers, we should build the image of the IESL in the society at large and to create a passion among the general public to entrench in their minds as a society-friendly professional institution.

I honestly think the Engineers should concentrate more on addressing national issues rather than working in narrow spectrums. In case the Policy Makers need to be advised on certain areas, the IESL should not hesitate to do that as a professional body. I would certainly focus on that dimension if I will be again elected to the Council of the IESL for the forthcoming session.
